However, a trusted Realtor’s work goes so far beyond this function. We handle our client’s most valuable assets as their advocates and advisors. These transactions are complex and challenging, not to mention emotional and stressful as we navigate negotiations, many times with our client’s largest asset on the line. At the Placer County Association of REALTORS® (PCAR), the combined efforts of our 4,000+ members which include both Realtor members and affiliate members of the real estate profession, means that we have the ability to affect real change in our community. From working with and donating to local non-profit groups to creating one of the strongest networks of industry professionals in the State, we are committed to our region, to the market and to the health of our business community. In fact, some may not realize that as an organization, PCAR works diligently each year with our state association, the California Association of REALTORS® (C.A.R.), as well as other local associations to protect consumer rights and the industry at the same time. And, in 2022, we have seen some incredible legislative victories as a result of these efforts. What follows is a summary of some of these successes. 2022 Key Legislative Victories AB 1771- Opposed and Defeated Would have imposed a tax of up to 25% on the gain on properties held less than 3 – 7 years. AB 2710- Opposed and Defeated Right of first offer by non-profits on investment properties allowing up to a year to find financing. SB 1105- Opposed and Defeated Would have created a new regional housing agency with the power to impose a wide range of taxes on property to fund it as well as a tax that would not have required ballot approval. AB 2170- Supported and Passed/Awaiting Governor’s Signature Would create a first look of 30 days for the REO’s (Real Estate Owned) of larger lending institutions to allow prospective owner occupant and specified non-profits to purchase the property. AB 2245- Supported, Passed, Signed Into Law Creates a new system for the partition of property in the absence of a written agreement by the owners of property. This is building on the Uniform Partition of Heirs Property ACT that C.A.R. sponsored last year that was signed into law. Among other safeguards in the law is the requirement that in most cases the property is listed by a real estate agent instead of a court auction in order to obtain the best price. These are just a few of the amazing wins for our most valued consumers. This business is much more than just the transaction of helping clients to sell or buy a house.
